A Participatory Modeling Process to Capture Indigenous Ways of Adaptability to Uncertainty: Outputs From an Experiment in West African Drylands Ecology and Society
d'Aquino, Patrick; CIRAD; daquino@cirad.fr; Bah, Alassane; UMISCO ESP UCAD Dakar; alassane.bah@gmail.com.
Over the centuries, local communities have shaped atypical rules to deal with the uncertainty of their environment. They have developed complex prototypes for flexible overlapping institutions and arrangements to adapt their rules and uses to their uncertain environment. Today, this indigenous way of flexibly institutionalizing access rules could provide blueprints for dealing with uncertainty issues resulting from global change as well as designing practical guidelines for implementing resilient management. However, transforming indigenous skills for developing institutional flexibility into operational management rules that are appropriate in the current environmental and socioeconomic context is a huge challenge. However, communities could easily...

Studying the contribution of different fishing gears to the Sardinella small-scale fishery in Senegalese waters ArchiMer
Diankha, Ousmane; Demarcq, Herve; Fall, Massal; Thiao, Djiga; Thiaw, Modou; Sow, Bamol Ali; Gaye, Amadou Thierno; Brehmer, Patrice.
This study investigated variations of landings of two key species, Sardinella aurita and Sardinella maderensis, in Senegalese waters over a ten-year period (2004-2013). Using generalized additive models, it was found that fishing gear played a major role in explaining differences in monthly landings for both species (51-71% deviance explained). Its effect was more significant in the southern part of Senegal. Fishing effort (number of trips) accounted only for 4-18% of variability in landings. Purse seine (PS) fishing was the most important contributor to the landings of both species. In addition, in the southern area, surrounding gillnet fishing was also important for S. maderensis. Modeling results showed that the relationship between monthly effort and...

Spawning energetics and otolith microchemistry provide insights into the stock structure of bonga shad Ethmalosa fimbriata ArchiMer
Doering, Julian; Wagner, Carola; Tiedemann, Maik; Brehmer, Patrice; Ekau, Werner.
The gross energy content of spawning batches and the microchemistry of sagittal otoliths in individual female bonga shad Ethmalosa fimbriata were compared between contrasting sampling sites at the Senegalese southern coast and inside the hypersaline Sine Saloum Estuary. Results show that females spawning in the estuary's middle reaches invested almost three times more energy into reproduction (115 +/- 65 J g(-1) body mass) than their neritic counterparts (39 +/- 34 J g(-1) body mass). Also, female otolith levels of Ba:Ca, Sr:Ca and Zn:Ca either differed significantly between study sites or could be linked to heterogeneous environmental variables. A quadratic discriminant function analysis provided evidence of segregated spawning populations of E. fimbriata...

Observations sur le captage et la croissance de l'huitre creuse ouest-africaine, Crassostrea gasar , en Casamance, Senegal ArchiMer
Gilles, S.
The study was carried out at two sites, the island of Carabane, near the ocean, and the village of Djivent, 60 km by water-way from the mouth of the Casamance River. On the first site, the rise of water temperature commands the spat fall from March to October with a maximum peak in July. Because of a heavy biological competition, oysters can only survive within the intertidal zone. On the second site from August to November, which corresponds with the end of the rainy season, the decrease of salinity induces spawning and settlement of young oysters. Because of the heavy salinity variations there is a weak biological competition and young oyster can easily survive in permanent immersion as within the intertidal zone. On both sites, the growth is linear but...

Trade, Political Influence and Liberalization: Situating the Poor in the Political Economy of Livestock in Senegal AgEcon
Gning, Martha C..
This paper presents a case study of how livestock policies are made and implemented in a national context, and how they can be improved to better serve the interests of the poor. In Senegal, approximately one-third of all households depend on livestock for some portion of their livelihood, yet, the sector has not received significant state or private investment, nor has it received a significant amount of bi-lateral and international assistance. The study used the key informant method supplemented with official documents, newspaper sources and recently published research on the livestock sector. Interviews helped reveal policymakers' concerns, whereas field trips allowed the researcher to talk to farmers and learn their perspectives from the bottom....

Baitboat as a tuna aggregating device ArchiMer
Hallier, Jean-pierre; Delgado De Molina, A.
The original baitboat fishing technique using a permanent association between the fishing boat and the tuna school has been developed by the baitboat fleet of Dakar, Senegal and is also in use in the Canary Islands. This new fishing technique, the result of 20 years of improvements still on, has induced a dramatic increase of the catch yields which, in turn, has sustained the survival and even a recent development of the fleet. This technique is based on the aggregating behaviour of tropical tunas. However, it contains a dynamic component which is not found in tuna fishing on drifting or anchored fads. The specifications of the method, its refinement over the years and its main consequences for the fishery are described together with the school exchanges...

A note on an interesting association of the crab Platypodiella picta (A. Milne-Edwards 1869) and species of Zoantharia Naturalis
Hartog, J.C. den; Holthuis, L.B..
In the framework of the CANCAP-Project, a long-term oceanographic collecting program performed by the Rijksmuseum van Natuurlijke Historie, extensive shore collections were made from 1976 onwards on most of the Macaronesian Islands. During the collecting trips, a very ornamental crab, Platypodi ella picta (A.MILNE EDWARDS, 1869) was found on three occasions by the senior author. In addition the species was collected on the coast of Senegal. In all cases it was found associated with species of Zoantharia.

Platypodiella georgei spec. nov. (Brachyura: Xanthidae), a new crab from the island of St. Helena, South Atlantic Ocean, with notes on the genus Platypodiella Guinot, 1967 Naturalis
Hartog, J.C. den; Türkay, M..
A new species of Platypodiella Guinot, 1967, from the island of St. Helena, P. georgei spec, nov., is described. This species was found associated with encrusting species of Palythoa Lamouroux, 1816 (Zoantharia). Ample evidence is presented that both the eastern Atlantic P. picta (A. Milne-Edwards, 1869) and the western Atlantic P. spectabilis (Herbst, 1794) also live habitually associated with encrusting species of Palythoa, rarely with other zoantharians. For each of the two East-Pacific members of the genus, P. rotundata (Stimpson, 1860) and P. gemmata (Rathbun, 1902), there is at least one rather detailed published record suggesting that these species too associate with Palythoa. Thus, this habit would seem to go for all five members of the genus. Data...

Social Protection in Rural Areas of Developing Countries: Investigating the Impact of Community Based Health Insurance in Rural Senegal AgEcon
Jutting, Johannes Paul.
Community based health insurance schemes are becoming increasingly recognized as an instrument which help farmers in rural areas of low income countries to better manage health. Health risks present a permanent threat to the income earning capacity of poor people. Beside direct economic cost for treatment and lost working time, indirect cost such as a reduction in labor supply materialize which increases the vulnerability of the household. It is often hypothezised that community based health insurance improve social protection, but quantitative analysis is largely missing. Against this background, this paper analyzes if members in a mutual health insurance scheme have a better access to health care than non-members taking "les mutuelles de santes" (mutual...

THE IMPACT OF HEALTH INSURANCE ON THE ACCESS TO HEALTH CARE AND FINANCIAL PROTECTION IN RURAL AREAS OF DEVELOPING COUNTRIES: CASE STUDY SENEGAL AgEcon
Jutting, Johannes Paul.
Access to public and private health insurance in rural areas of low income countries is severely constrained by high unit cost of transaction per contract due to information asymmetries between insurance sellers and buyers. This leads to a situation in which the majority of the poor have to rely on out-of-pocket expenditures when they are ill, resulting in a high vulnerability for health shocks which negatively affect the overall risk management of the household, investment and resource allocation decisions. Recently, however, in various parts of the world community based health insurance schemes have emerged and are becoming increasingly recognized as an instrument to finance health care in poor developing countries. These mutual insurance schemes often...

A multimetric-index approach using fisheries data to assess fish assemblage structure in relation to salinity gradient in a tropical West African estuary ArchiMer
Kantoussan, J.; Ecoutin, J. M.; Lae, R.; Thiaw, O. T.; Tito De Morais, L..
This study examines the effects of increasing salinity on fish assemblage structure in the Casamance Estuary, Senegal. using a series of indices. The study data were derived from commercial fishery surveys conducted between April and July 2005. Analysis of within-trophic-group diversity in the Casamance Estuary shows a significant drop in the diversity of apex predators in the upper. more saline reaches of the estuary. By contrast. primary consumers adapted well to salinity changes and exhibited higher taxonomic diversity in the upper reaches of the estuary than in the lower reaches. The findings also indicate decreases in average sizes of the landed species and the trophic levels among fish catches in the direction of the upper reaches. However, the catch...

The New Generation of African Fertilizer Subsidies: Panacea or Pandora’s Box? AgEcon
Kelly, Valerie A.; Crawford, Eric W.; Ricker-Gilbert, Jacob.
For several reasons, fertilizer subsidies are again popular policy tools. First, there is broad agreement that fertilizer is a critical yet still-underused input for improving productivity and food security in Africa. Second, politicians have felt greater urgency to increase domestic food production since the 2007/08 food price crisis. Third, subsidy programs are highly visible, popular with voters, and viewed as politically beneficial. Fourth, donor budget support has made it easier for governments to pay for subsidies.

Trophic ecology influence on metal bioaccumulation in marine fish: Inference from stable isotope and fatty acid analyses ArchiMer
Le Croizier, Gael; Schaal, Gauthier; Gallon, Regis; Fall, Massal; Le Grand, Fabienne; Munaron, Jean-marie; Rouget, Marie-laure; Machu, Eric; Le Loc'H, Francois; Lae, Raymond; De Morais, Luis Tito.
The link between trophic ecology and metal accumulation in marine fish species was investigated through a multi-tracers approach combining fatty acid (FA) and stable isotope (SI) analyses on fish from two contrasted sites on the coast of Senegal, one subjected to anthropogenic metal effluents and another one less impacted. The concentrations of thirteen trace metal elements (As, Cd, Co, Cr, Cu, Fe, Li, Mn, Ni, Pb, Sn, U, and Zn) were measured in fish liver. Individuals from each site were classified into three distinct groups according to their liver FA and muscle SI compositions. Trace element concentrations were tested between groups revealing that bioaccumulation of several metals was clearly dependent on the trophic guild of fish. Furthermore,...

Two case studies are presented in which models were used as focal tools in problems associated with common-pool resource management in developing countries. In the first case study, based in Zimbabwe, Bayesian or Belief Networks were used in a project designed to enhance the adaptive management capacity of a community in a semiarid rangeland system. In the second case study, based in Senegal, multi-agent systems models were used in the context of role plays to communicate research findings to a community, as well as to explore policies for improved management of rangelands and arable lands over which herders and farmers were in conflict. The paper provides examples of the use of computer-based modeling with stakeholders who had limited experience with...

Household Resources Allocation, Gender, and Economic Performance: Empirical Evidence from Senegal, West Africa AgEcon
Ndoye Niane, Aifa Fatimata.
This paper has examined Pareto efficiency of household resources allocation and the appropriateness to use gender-specific models rather than unitary model while investigating economic performance of men and women managers of separate plots within horticultural households in Senegal, West Africa. This paper contributes to the gender and economics literature providing empirical evidence of intrahousehold resources allocation in a specific social, economic and cultural context in which polygamy occurs and where husband and wives manage separately their plots. The findings confirm the suitability of gender-specific models to shed light on the gender differential of performance. As the subject matter is efficiency, as well in econometric as in economic point...
